    Position Summary:
    This position’s primary focus is with employees, and the key contributors from other departments who impact the services of the Laboratory. The success of the Automated Laboratory Manager (all shifts) depends significantly on the incumbent’s ability to partner well with others and/or collaborate with supervisors within the pathology department and other managers across the Medical Center.

     

    The Manager Tech Clinical Lab position is a first line management position, responsible for 71 FTE’s and a total budget of $13,121,658. The incumbent has 24-hour responsibility for the coordination of employees in the Automated Laboratory. The incumbent shall plan, organize, direct, and evaluate people and activities for the Automated Laboratory to ensure the delivery of high quality, cost-effective patient care. 

     

    The incumbent has fiscal responsibility for resources that are defined during the budget process. The position is accountable for scheduling, coordinating and maintaining the resources necessary on a daily, weekly, and monthly basis. The incumbent is accountable for the daily operational function and leadership of the clinical testing areas across all shifts. 

     

    The incumbent is also accountable for technical support of the clinical testing areas of the hospital Campus. The incumbent must ensure that fiscal and human capital are managed effectively in order to contribute to the delivery of high quality healthcare services while meeting and/or exceeding operational and fiscal objectives.

     

    Minimum Requirements:

    • Current Clinical Laboratory Scientist License in the State of California.

    • 2+ years of previous experience in a supervisory position in laboratory services is preferred.

    • 6+ months of clinical laboratory experience.

    • Knowledge and understanding of Title 22, CAP, AABB, FDA, Department of Health, HCFA, and JCAHO regulations are highly desirable.

    • A highly motivated self-starter with initiative and the ability to function independently is highly desirable.

    • Proven leadership skills and good judgment, with the ability to direct, support, and motivate subordinates, peers, and other professional associates to accomplish department and organization goals and objectives is highly desirable.

    • Time management skills and the ability to perform effectively under stress is highly desirable.

    • Knowledge of computer systems is preferred.

    • Excellent oral and written communication skills are highly desirable.

    • Good understanding of statistical analysis used for correlation, validation of instrumentation and methodologies, and other areas of quality control used in the clinical laboratory are highly desirable.

    Shifts:
    First, mid shift, and second shift available. No third shift.

     

    Responsibilities:
    Reports to Operations Supervisor, Laboratory Supervisor, or Laboratory Manager. Under limited supervision, incumbent(s) will use their training in medical technology to perform clinical lab testing and/or other scientific examinations.

     

    Required to work independent of immediate supervision and assume the initiative for prompt and accurate performance of tests with appropriate documentation and proper notification of abnormal results. This is considered an entry level position and is the first of a two level job family.

     

    Job Responsibilities:
    1. Independently performs consistently moderate and somewhat complex clinical tests. Exhibits skills and proficiency in applying technical principles and techniques of medical technology.
    2. Prepares and tests new reagents or controls and evaluates their usefulness based on standard criteria.
    3. Performs test calibrations and runs Quality Control material at appropriate intervals.
    4. Determines the acceptability of specimens for testing according to established criteria in testing procedures.
    5. Determines calculated results utilizing testing data by means of manual or computerized procedures.
    6. Accurately enters results of testing. Checks the computer review reports to monitor accurate reporting of laboratory results.
    7. Evaluates the acceptability of routine analysis prior to releasing patient reports. Takes appropriate action in response to critical values or unusual or unexpected results, and documents action taken.
    8. Responsible for performing preventive maintenance and/or calibration of laboratory equipment and properly documenting actions taken based on approved schedule.
    9. Evaluates the results of instrument performance checks. Performs linearity, accuracy and precision checks as required.
    10. Performs Q/C and calibrations with the appropriate frequency and evaluates results, to decide whether tests should be reported. Reports any shifts or trends to a Clinical Laboratory Scientist II or Supervisor.
    11. Accurately performs and records proficiency testing.
    12. Recognizes problems, and initiates troubleshooting steps to evaluate testing failures and other problems, if necessary. Notifies the supervisor, and contacts manufacturer for additional assistance or field service support, if required.
    13. Monitors and maintains a consistent supply of reagents and consumables.
    14. Promptly and courteously answers the phone and assists clients and other departments.
    15. Maintains a safe and neat work area.
    16. Maintains a cooperative working relationship with co-workers.
    17. Provides on-going technical guidance to laboratory assistants, laboratory associates, and other Clinical Laboratory Scientists.
    Instructs and/or trains new employees in the proper performance of routine procedures.
    18. Maintains professional growth and development through continuing education activities.
    19. Follows established company and department policies and procedures. Follows the guidelines for safety, environmental, and infection control.
    20. Demonstrates a high level of integrity and honesty in maintaining confidentiality.
    21. May be required to perform Clinical Laboratory Scientist II level duties for a limited period of time, in order to establish competency prior to promotion as well as fill in for departmental absences.
    22. Provides direct and constant supervision to unlicensed staff as necessary.
     

    Education Required:
    Bachelors of Science degree in medical technology or biological sciences from an accredited college or university.

     

    Work Experience:
    Zero to three year's direct experience in a laboratory setting.

     

    Special Requirements:
    1. A current California state Clinical Laboratory Scientist license to perform laboratory testing.
    2. Demonstrated proficiency in computer skills such as word processing, statistical analysis, and laboratory information system.

    Directly responsible for the following duties through actual performance or delegation:

     

    Schedules work assignments. Reviews daily employee work performance and results. Reviews time cards as needed. Facilitates hiring, terminations, disciplinary actions and performance evaluations within Hospital and Laboratory guidelines. Ensures that all equipment is n proper working condition. Orders necessary supplies.

    Conducts all related duties as a professional member of the health care team. Is responsible for adherence and enforcement of all Hospital and Laboratory department policies, to include those intended to prevent the accidental and unnecessary exposure of self/patient or other employees to safety hazards. Other duties as assigned by Laboratory Administrative Director. Demographic information, limited Patient Health Information related to job function.

     

    Qualifications:
    Formal education – Bachelor’s degree (or equivalent) in Medical Technology or related science with current State of California licensure in Medical Technology. Working Supervisor who directs and manages the operations of the Transfusion Service. Supervisory experience preferred. SBB preferred.

     

    Maintains compliance with all regulatory agencies to include CAP, TJC, FDA and CMS. Compiles monthly statistics related to blood product utilization. Member of the Quality Department Transfusion Committee. Computer literacy and familiarity with the operation of
    basic office software.


    Possess excellent communication and organizational skills. Ability to work independently in a time sensitive environment . Ability to perform accurately and consistently under high stress. Ability to facilitate ongoing Physician and Clinical Staff communication. Ability to stand and walk for periods of time is required in the performance of job responsibilities.
